Enclosure at Periodicals Rate -- 1.4 Only the following material may be included loose as an enclosure in a Periodicals mailpiece and be paid at Periodicals rates, subject to the corresponding conditions: A receipt, request, or order for a subscription may be printed or written; prepared as a reply mail card or envelope for the host publication, other Periodicals publications of the publisher, or Periodicals publications of one or more affiliates or subsidiaries of the publisher, or any combination thereof (provided that all of the publications are under common 100% ownership); arranged to include a coin receptacle; or inserted in an envelope within the publication. The receipt or request may be part of or accompanied by printed matter containing information related exclusively to a receipt or request or order for a subscription to one or more of the following: the host Periodicals publication; other Periodicals publications of the publisher; or Periodicals publications of one or more affiliates or subsidiaries of the publisher, provided that all of the publications are under common 100% ownership and the printed matter does not advertise, promote, or offer for sale other products or services. |

The two-year experiment will allow the Postal Service to determine the cost and demand for the service, which will allow one Standard Mail (A) "ride-along" piece to be included in the periodical for a flat rate of 10 cents per piece.
The ride-along piece would have a maximum weight of 3.3 ounces, not to exceed the weight of the host periodical, and must not change the shape or processing category of the periodical. The ride-along rate will be a per-copy rate (not per addressed piece) and will apply to all periodicals; Regular Rate, Preferred In-County, Preferred Nonprofit, Preferred Classroom and Science of Agriculture.
